ISLAMABAD – Grave concerns are being raised regarding the blatant disregard for proper infrastructure planning and execution by the Federation of Cooperatives Housing Society E-11. The organization’s mishandling of the Second Hill Plaza, E 11/2, has resulted in significant financial and operational challenges for shopkeepers and traders.

The Federation of cooperatives housing society sold basement-level shops in the plaza without providing an adequate sewerage system. Following each rainfall, these shops become flooded with a mix of rainwater, mud, and sewage, effectively transforming them into foul-smelling, unusable spaces. The distress and economic hardship experienced by the shopkeepers – hard-working citizens whose life savings are at stake – is unimaginable.

Despite several pleas to the Circle Registrar and the Deputy Commissioner (D.C.) of Islamabad dating back to 2022, the situation has not been addressed. A recent application (D.C. office diary no. 5841 dated 8/6/23), marked by the D.C. to the Circle Registrar on 9/6/23, has also not seen any progress. This lack of action raises alarming questions about the alleged close relations between the Circle Registrar and the Society President, leading to a failure in enforcing accountability.

This gross negligence and incompetence by the authorities in question have shaken the faith of the citizens in the administrative and legal systems. The engineer responsible for plot no. 34, Second Hill Plaza, Sector E/11/2 should face disciplinary action for this disaster, and the lack of supervision calls for his immediate removal.

As a result of this fiasco, the citizens, civil society, and the shop owners of Second Hill Plaza are appealing directly to the Prime Minister of Pakistan. We call upon the honorable Prime Minister to investigate this matter thoroughly, take stringent action against those responsible, and ensure the enforcement of appropriate laws and regulations to prevent such incidents from recurring.

     

We hope that this appeal reaches the Prime Minister’s Office and instigates the necessary action to protect the rights of the citizens. We urge the Islamabad authorities to enforce proper business standards, ensure the welfare of shop owners and traders, and uphold the faith of the citizens in the administrative system.
